Possible To Transfer Before 60 days?

Are there any registers where you can transfer your domains before 60 days?

I registered a domain at a cheap registrar w/ slow support that doesn't give you any options, and now I need to change the namezones or something but all you can do is change the ns. Kinda in a bind now cause I need those features but the domain isn't even a month old. Help is appreciated.

If you are reffering to transferring to a different register, the answer is no with one exception. Afilias (.info) does not follow this rule but registrars may have their own policy, such as godaddy on outbound transfers.

I believe .edu is correct. I don't know of any other registrars that go against this rule. I'm stuck on the same position, too, with a name I want to develop.
