Dubai Bank Website Domain Name Appraisal Needed

I've discussed the domain with 3 potential buyer representatives, two were banks doing business in dubai, and the other was a domain investor. I've received end user offers varying from high $XXX to mid $XXXX over the past few years, but never pulled the trigger waiting for the economy to rebound.

What do you think it's worth, to a found end user? I don't need a bunch of reg-fee replies, because this site won't be going to a low-level domainer, but an end user with business in Dubai. Please consider the facts.

I'm looking to see it within the next few weeks.

Thank you for your opinion. Anyone else have any comments on what I should take when offered? Remember, this isn't going to a domainer, but an actual end user, who will use this as their homepage for a multi-national bank.
