Thanks for your interest but the answer is no, dot PH currently accept minimum three characters only. However, I'm constantly keeping an eye if that changes in the future.

You can argue that the cost of reg is high, but .io isn't cheap either and that caught on like wild fire. Besides...what does "io" even mean"?... with "ph" there is multiple possibilities of meaning. Still some of LL, NN's left to reg....
