"Pending Delete Restorable"?

Hello,

I'm interested in a domain name that has a "Pending Delete Restorable" status but expires 01-Oct-2008: http://www.whois-search.com/whois/bsdwiki.org
Do you know how I could get this name? Will it ever be released to public? It seems the owner stopped paying, right? What would you do?

It means that the name is in redemption. When the name status changes to pending delete scheduled for release it means pending-delete and it will be deleted within 5 days.
