Today, Paypal sent me an investigation email. It is as follows:

Dear Idrish Bhavnagarwala,

Occasionally, PayPal randomly selects users to be surveyed in regard to the quality of service they are receiving. Our records indicate that around 2016/02/04 you made a purchase for the amount of USD215 to "Email ID of the recipient." Please help us by answering the following questions pertaining to your purchase experience:

1. Was the item/service received in a timely manner after sending your funds through your PayPal account?

2. Were you satisfied with the item/service you purchased by using your PayPal account?

3. If you did not receive the item/service, did you receive any refund from the seller?

4. What product/service was involved in this transaction?

5. How did you find out about this seller’s product/service? Please provide the URL of the website (or relevant links) on which you paid for the product or service.

We thank you for cooperation and hope that you respond to this email at your earliest convenience once you have got the item.

I called them. They weren't helpful on the phone. They said forward the email to the Spoof department and they'll help you out.

The thing is, while calling, I chose the option to contact the department that is concerned with suspicious emails. But, they said they cannot help me and asked me to mail the Spoof department. :/

I'm with @dbustin , just ignore it.

It doesn't say anywhere that it's required. This is worded as it's just to see what you think of their service. Just ignore it. If it is something that is mandatory their will be a notification when you log into Paypal. If their is no notification, then it's either not required or a fake/fraud/spam email.
