Don't see any value in the name alone. PatentRegistrar.com, PatentRegistration are parked and PatentRegister.com redirects to unrelated topic. All potential meanings for your name.

As for development, how much do you know about patent law? There is also a lot of competition in this area.

If you can find an enduser and offer website creation/development where they supply the text, you might have an attractive package.
