PageRank on a new reg?

I am looking at the stats on a domain I would like to register. In the stats that I am looking at, it says it has a Page Rank of 2. If it isn't registered yet, How can it have a page rank already? I really dont understand. Does that mean, If I register it, and throw a quick site up, it will be on the 2nd page of search results, no matter what content I put on there?
Sorry for the newb question, I just dont understand If it has never been registered how it can have a page rank already? Any professional help would be kindly appreciated.

pagerank goes from 0 to 10, with 10 being the highest. pagerank is not a direct indicator of which page a domain will show up on, but is rather a measure of trust and backlinks.
