How can someone go about starting there own domain extension? ;]

I want there to be a .WEB extension. it'll be like .net's lols.

That would cost me too much, even if I want to create my own domain extension! Lol. So, as a start, I would prefer .com. Then, I would start my own domain when I have the budget :hehe:
