Opinions on domain usage...

I came across a terrific long tail, exact match keyword phrase in the course of my research. While I cannot be too specific, it is centered in the travel industry. A very popular vacation spot. As most of you know, finding good .com related keyword phrases in the travel industry, that actually get a decent number of searches, are tough to do when buying $10 domains. However, this particular domain seems ripe for the picking...

It has an exact local search of 1,000 per month & the amount of paying advertisers on google for this long tail phrase are many. It is also the .com. The only slight drawback is that it's a bit long (24 letters). However, the phrasing of the keywords are in the correct order. None of that crazy 'shoesonlinetomorrowbuy.com' stuff. Rather, the keywords are in logical, everyday usage. Sooooo...

With all of the above in mind, would you guys pick this up for an end user re-sale, or, would you develop it into a directory & sell advertising to the tourist related businesses that are currently competing for this keyword phrase?

I would develop... exact search domains will always get traffic if you put up a real website, rather than just park it...Once they are indexed, you will be sure to get traffic.... Traffic=money

With brandables that have little search volume, it's almost impossible to get traffic for them, unless you have a huge advertising budget...

Exact local search (using google's keyword tool) of 1000 is very good for a .com domain, even at 500 and lower, there is a good chance for decent traffic...
