Definitely a scam, don't even reply to this scammer, and report their details to some scam sites / boards / forums if you can (emails used, domains used, services/companies/domains mentioned, etc.)

Yeah I got scammed the same way along time ago with the pay for a domain appraisal scam smh
You won't get any legit $XX,XXX offers on a three word domain also
