Unfortunately the west.xyz site really needs a LOT of work. It's hard to tell if it's even a legit site (???). West.xyz has typos, poor translations, buttons in chinese, links sending me to pages in chinese, just really looks very sketchy and hastily made overall. The domain uses whois privacy; appears to be for sale on sedo for $2K; their PayPal email (bd at west263.com) is mostly associated with a bunch of NNN.date domains, and the email associated with west263.com is also associated with what google thinks is some sort of malware site. west263.com forwards to west.cn but that doesn't tell me anything; anyone can forward anything anywhere.
I would highly recommend that anyone looking into using west.xyz proceed with extreme caution (honestly probably not at all at this point).
Personally, I'm not willing to risk my money, domains, or time. I'd rather pay $20 to transfer somewhere more reputable. At the end of the day, when something sells, I don't mind asking a customer to open up a namecheap or name.com account, but I would never ask them to mess around with west.xyz.
BTW, minimum top-up amount by PayPal is $26-something, so there's no way to try just a couple transfers to see if it's even doable.
