Suppose I receive an offer for a domain, and make a counter-offer, which is binding I think for 7 days in most marketplaces. During these 7 days, may I sell the domain to another buyer, or do I have to wait?

If the market says it's binding for 7 days then yes you should wait. Could also be used as a negotiation tactic should another buyer approach during those 7 days. Simply by informing them the domain name may be sold at a certain price they may top the offer as you cross your fingers that the first guy doesn't accept your previous quoted price. Best case would be having both in an auction format with a reserve price.
