New Designer, NEEDS HELP!

I am a new designer and looking for a helper. I have never designed a site before and I really want to design a site. I also want to make a box for a site, but as of right now I don't have the cash. Any good places I could put a site up on that are free and not overloaded full of junk like geocities. I want something that doesn't look too noob and something not too hard. I have photoshop, dreamweaver, and flash. I can get my hands on any programs I need. Can someone please help???

Domain Name

First off, don't I need a domain name? I don't have one yet and I have to save up I think to 525 to buy one. I can run that for awhile to get down my basic layout, but then I want to run PhP script for user login. Can you help me with some tutorials?
