Why did you make the thread icon "awful"? ;)

Did PP ever say a reason for not allowing some countries?

Well All accounts from these new countries only can send money but not receive or withdraw from their accounts, it seems. Not that great, but still its something.

Problem is high fraud rates.. Paypal isn't willing to take the risk. But it is already so easy to buy a virtual creditcard and a USA Paypal account lol.

actually he can only send money, that can hardly be called trading. I have had the same problem for the past few years, paypal started accepting Estonia some time after we joined EU in 2004, but we have still these "send only" accounts and that doesn't seem to change any time soon because they just don't care about small countries like Estonia. Czech Republic, Hungary and Poland were added at the same time with Estonia, but now they can also receive payments, but when I contact paypal they just say that they are working hard to expand to new countries, but they have these horrible "complexities of global finance". Yeah right, I am sure it is a lot easier to expand to Poland or Hungary than to another EU member where government has this unhealthy interest in Internet and online services, where most of the banks are owned by Swedes or Finns (Swedes and Finns can use full services of paypal), where almost everybody from the age of 16 to 30 use Internet every day and where they are already developing Skype (Skype is still developed in Estonia). And they have been sending me this "we are working hard" message for the past 5 or so years, I know that productivity is low in Estonia, but if it really takes so much time for paypal to come visit Estonia then their productivity is even lower.

It allows you to verify your paypal and gives you that little "Verified" thing. So people on ebay who don't ship to Non-Verified usually doesn't fix the problems.

ANother problem is bank system and credit card system. Not all coutries have those system meet requirement of Paypal. Some accepted countries can now only use paypal for sending not for receiving money.
