I'm looking into building an image-hosting site, and would like folks to recommend me hosts that will let me build a site on their servers.

There are many sites in the web that can really help you in web host/image-host. Your budget is not bad at all. There are many paid web hosting site out there if you want to use that budget. But also you can try this one of the sites that I have just found out, www.freewebsitemaker.co.uk, in this site, they have all the top ranking website host that can really help people on who is the better website hoster. $30/mo should be able to get you a VPS and cPanel. For $30/mo you'd get an unmanaged VPS however.

To be on the safe side, you should probably get yourself a VPS. Image hosting will often be or become a no-no, especially when you traffic and space usage increase significantly.

Copyright issues can become more of an issue as well. Not that a VPS is a real shield against that.

I recommend you low end VPS for this stuff. Websites like to one you are going to up require good CPU and RAM limits.

When it comes to hosting go for stability, not just size.
Before to make any final order, find as much as possible signs of reliability of the company you are going to host your web sites at.
