Are you serious? you are ask for like $60 worth of hosting for $6 and you want to host a proxy site which normally use extreme amounts of resources

I'm afraid that you will not find reliable hosting with those specs for that price. If you are willing to spend $50 per month then I can find you a VPS with 10GB space and unmetered bandwidth.

Still your budget is very low compare to your requirements please raise your budget if interested in reputed and reliable host and remember if someone offers you hosting for that price then that host is overselling a lot.
