Need help with links !!

Hey im kind of a newbie, please try and help..

I want something like this..

When ure mouse cursor moves over some link.. a list of sub-links is displayed..

to see what i mean..just check out the URL: http://www.history.ufl.edu/ <-- here whenever u move ure mouse cursor over links such as Facult&Staff, Courses etc.. a list of sublinks are displayed.

Can anyone tell me how to do that? what do i need to learn ? can it be done using plain HTML?

No it can;t be done using just HTML, you may find this site helpful - www.alistapart.com, go th their article section.
