Need help regarding an expired domain

I have been waiting to grab a domain since last two years. Finally last november its owner did not renew it. Nov. 7 to be exact. Register.com was the registrar. It went through its grace period but register.com still has not deleted it. Rather they renewed it for another year in their own name. This is the whois record of the domain:

My question is that is it normal for registrars to renew the expired domains in their own name for another year. Will I have to wait till Nov. 2007 for them to delete the domain. Or will they not delete it at all?

I think there us 75 days period a registrar holds a domain before deleting it.

Is the grace for the user or for the registrar to make an extra 8$? Can we email them and ask if they'd be willing to sell to us?

too late by than . . . you need to use a backordering service once the domain has been transfered to pending delete status.

Doesn't it go in the wild if you or no one backorder it? Is the backordering stuff the only way to get an expiring domain, if no one else is looking after it !?
