Need *CREATIVE* developer to do mods to largely complete site

Criteria (please read them because they are inflexible):

* Must be reasonably priced. I am working with a small, personally financed budget.

* Must be from an English Language speaking country (US, Canada, Australia, UK, etc) for SEO reasons. I will possibly consider India if English language fluency is very high.

* Must be able to demonstrate previous work.

* Must be able to provide solid references for past work.

* MUST NOT USE "BORROWED" CODE!!

The short of it is that a modest project was started, but the overseas coders I hired abandoned it due to a performance failure of one of their employees. Their quality of work was average, but much cleanup needs to be done, as well as some design mods for SEO, etc. Also, some very standard backend systems need to be integrated to gather user data, etc.

Willing to give younger coders a shot if they can meet the above criteria. If the project takes off, consistent work is a possibility. Also, I am a firm believer in ownership stakes, so a site X% ownership stake will be considered down the line as well.

When replying, please include reference info, examples of previous work, and an answer to this simple question.
