2) you must know HTML/CSS at minimum, preferably PHP as well but not necessary
3) I am not paying someone more than I make so if you are 15 years old and think you deserve $40 an hour, find a new post
4) you must be AMERICAN, no exceptions!!

6) you must be over 16 years old and have legitimate contact information, phone and address
7) you should now how to work with CPANEL and how to implement stuff into websites
8) creativity will help for sure

No its not racism its that its easyer to not get scammed when you are dealing with people in your own country. You can actuly send the police to their house where as if you are dealing with someone out of your country they can take your mony and there isent much you can actuly do to them beleve me I know.

Having a requirement that the developer be American is not racism since Americans are not a race. If he said "must be white" that would be racism.

I fully understand his desire to hire someone of the same nationality for the very reason he stated, as well as for tax reasons.

I am not a developer, but I am an American living overseas...could I qualify? LOL!
