Need to hire a developer on Monthly Salary

I am looking to hire a developer on monthly salary, preferably from low-cost regions such as India/Asia etc to develop our domains. This position can lead to long-term association based on the performance for the right individual.

Must have previous web design/development experience and must have examples of work.

Must know common web development tools/languages including: java, html, xhtml, css, php, seo, content-writing, hosting/cpanel, mysql, wordpress, etc.

Experience with blogs/forums is a plus.

Must have English language proficiency.
