Need a site with simple backend . $$$

I'm looking for the following

A site with a main homepage, On the homepage a drop down menu that list retailers sites, such as apple.com , amazon, etc When a user selects one of these, and clicks a button the retailers site pops up, and on the homepage of my site a list of coupons will appear.

It will have a backend/admin log in which will allow me to log in, add/edit/delete both retailers and codes.

A newsletter option will be required on homepage as well as a tell a friend script.

Looking for this quickly, design needs to be web2.0 however I can do this if required so if basic design is given with option for easy modification

Important pay of course . I will pay. Budget up to $120+
