Developer wanted for good site, backend, design and news (rss)

I am looking to have a website built for sobriety.org. I want to have the front a custom design and a backend to add articles. The website already has articles which can be added but for the most part I want the website to have many moving parts that I don't require to be a part of such as rss feeds. Also a newsletter sign up will be necessary.

$300 to $1,000 budget.
