Details will be given later. What we want is :

member registration form - name, country, e-mail address, age (no need to activate with e-mail)
members will be able to upload a file (file upload page - upload only two type of files with a max size limit, choose the category and sub category if needed)
users browse search and vote files
vote ip will expire in 24 hours
the avarage vote will be displayed as 7,42 (not 7,4)
users will be able report the unsuitable files
admin section - search by file id, delete, edit, accept files
delete users
on a page rankings will be listed (100 most rated files and 100 members with the most uploaded files)

We already have the design and some parts are done they just need to be edited. We want 30 day support.

We will deal with the one who ask for the most appropriate price (should have msn or gt). Pm please.
