This is going to be ran as a contest. The first person to complete this project will get paid. All code will have to be tested before payment is sent. All code will be considered work for hire code.

Description: I would like to add a upload/download credit system to e107 CMS. When someone uploads a set amount of files they get to download a set amount of files. They get credit for each upload they provide. If they don't have the credit for the download they can't download any files. The credits for uploads are gave after the files have been validated by the administrator in the admin control panel. The amount of credits recieved for each upload has to be setable in the admin panel.
