Need a custom VBulletin Hack/Mod - will pay $40 via paypal - fairly simple

Hi all,
I need a hack/mod for Vbulletin 3.5.0, I'll pay $40 via paypal for it. I need this ASAP (within the next few days).

It needs to do the following:

Will be fairly similar to the whole $np system here at namepros, but alot simpler. I need a sitewide system that gives each member an account with $0.00 in it to start with. The amount in the users account shows up next to their user name in each post, but only admin and the user can see it, admin sees a button there too that allows them to add or subtract $$ from the users account along with a reason as to why the amount was added or subtracted, this reason and the amount gets stored in the members account info and admin and the member can view it at any time.

This is for a paid to post sort of forum.... only admin needs to be able to add $$ to the users account, no need for a user to user system like here at NP.

I would say first check out http://www.vbulletin.org they might have a mod similar in functionality and you could then just ask the author to tweak it for you.
this can also be dont with the current system
