Are national domains (.eu, .de,..) from small countrey worth any money?
let's say it would be 3character english word domain name, something like buy.xy
And how would google index it if you have english content?
As english website or my countrey website?

Small country domains are slowly gaining as the other extensions fill up, but generally cannot be considered good investments for speculation because the market is small.
If you plan to build a website either directed to people in that country or (more important for most of us) with keywords that you cannot find in a major extension then small country extensions can be a good move. Google and other search engines will treat your site the same as a .com except that you will have the benefit of those great keywords in the URL (domain name). If you use the country name a few times on the site then you will get better placement within that country.
Small country domains are often more expensive to register and renew, something that also should be considered.
There have been some great .eu .de .co.uk sales for the good quality names -you can do a search here by country extension to see many examples, just select the ext and leave the keyword empty.
