Sure why not it's kind of catchy. The thing with these names though is they can become tiresome, eg. replace Quebec with anything.. in terms of selling. Developing it can make it stand out. Also tricky is branding the odd wording.
These type of domains a developer or buyer would have to have a specific vision to make it their own usually based on content/services rather than a memorable name.

What's your advice for developing it please ?

Focus on creating a site for travelers or entities looking to that locale, perhaps with specific venues or activities and make a stand-out site name with your domain, eg, Location Quebec! (exclamation included). Put some posts up on social media with examples for people to visit your site and why it matters. Proper content may get you trusted with search engines.

But really why did you buy the name is what it comes down to. There's time and effort involved in either selling or dev and you can throw away both depending on the name and commitment.

Thank you so much for your precious advices, I will try to establish a social media presence and a good website for it.

I bought it for the reason I'm living in Montreal and a lot of people are looking to rent houses and cars. And I was thinking that it will attract buyers for the same reason!
