Members only website needed with good member management

I would like to setup a website for a Not-For-Profit association. CMS should be open-source or very inexpensive. Would need to have public and members only section with good self-service style member management.
There is a fee for annual membership and would like members to be able to login and renew or have paypal auto-renew etc with the system automatically updating when payments are received.
Have seen some things that may do this like Amember, globalnerd.org and others. Would like to find someone to establish this website (install / customize if necessary).

Any thoughts on cost or config, don't know much about it so it would be in your hands to get the ball rolling, please PM me if you can do this and cost.

I have built several websites like this using Joomla. Including one for a fraternal organization with 6,500 online members. Members have their own profiles and can have their own blog, guestbook and photo gallery in their profiles.
You can charge a fee for access to certain parts of the website and accpt payments from companies like Paypal, Authorize.net or 2Checkout.
The site would have things that are accessible to the general public and seperate things that are only available to registered members.
If you want a discussion forum it can be set up so that the admins receive an email everytime some one posts a message so you don't have to check it all the time. The site and forums can have multiple administrators and moderators you can keep an eye on things.
You can also have newsletters that members can sign up for.

Most of the components for Joomla based websites are free, so my charge to build a site like this including custom graphics would be $500 and would take about a week to build and fine tune to your specs.
