Website Needed - Extended Family Website

I am looking to have a website for my extended family built, and would like some quotes/estimates on the cost to have it built. This site would need 1) a way for family members to sign in and get a password by giving some basic personal information. 2) an editable family tree with sections to add people and their birth/death (if applicable) dates. 3) a photo section allowing members to add comments, a date section for when the photo was taken, and the ability to tag the person in the photo, whether live or deceased. 4) a timeline page that members could add past and future events (example: births, marriages, deaths, reunions or whatever they so choose). I would need to have the information provided in step 1 to obtain the password, the information on the family tree in step 2, the photos, comments, dates, and tags from the photo section of step 3, and the timeline of step 4 be linked together in one way or another (example: clicking, scrolling). Basically, the information on all four sections needs to be connected in every way possible. Then, lastly, the site would need a message board that would both post to a message board on the site, as well as send an email out to each member. I would really suggest getting a basic hosting account with WordPress and doing the site yourself as its something you'll need to be updating regularly.

Most basic hosting accounts come with easy install for WordPress and its fairly user friendly for a novice.

Yes I understand he has a lot of requirements but unless he want to spend $1,000 + to have a customized php script developed and then pay to have it maintained he'd be better off doing it himself.

I'm not a huge fan of WP but for what hes trying to achieve he can get most of what he want with a WP theme and ...Keep it in the family.

I just couldn't see someone investing that kind of money in a personal or family website. Unless your last name is Kennedy or Rockefeller lol.
