It is set up as an auto blog. It pulls news feeds from Yahoo and MSN that include the keywords "home refinancing" and turns them into blog posts. This is all automatic and nothing is required.
The purchase price includes the domain, blog, and optional installation if you need it. It runs on WordPress with one free plug-in. You need a server (virtual will do) with a MySQL table. And if you want it to be automatic you need to be able to add a cron job.
I'm not selling this as an established site because the template is free and the domain has no traffic yet. But it is content rich and the domain is a pretty good one. Just trade a few links and get listed with the SEs and you should be up and running.
