Looking for web design

hi i need to make a fully operational web page programed and everything, only think i know how to do is upload it to FTP.

I am shopping around and so far the best deal i have found is $200 for 10 pages.
or $50 for home page and $20 for every other page.
i need about 7-10 pages including the home page.

Anyone that does web design compete with this?
