Looking for programmer to do simple CMS - Details inside

Hello

Looking for some one who HAVE been messing with CMS, either you made it yourself OR some other Open Source ones.

This is what i need:
1. Ability to add pages - just like normal CMS
2. Ability to add categories and add pages under each category.
3. Frontend would be something like http://www.collegehumor.com/pictures/ where only the title, thumbnails and some descrp are shown. BUT i dont want it to be displayed by date.

4. I want ALL outgoing links to be converted to in-house tracking like those in directory sites where all the links become mydomain.com/click.php?id=asdadadasd

5. I want to have frame just like those anonymous browsing sites where a frame of my site is on the top part of the browser, and the target site is below it. and the URL stays as mydomain.com/navigator/

6. SEF URLs.
7. Budget is not high $lowXXX, if you can modify any opensource ones and reduce the price that would be great. and you can take longer time to complete and reduce the price too.

Please ask me any questions, price is the matter here, not time.

Update:

I tried Wordpress and i think it is pretty much what i want.
So, if you are a wordpress expert, and have an idea about what i want (frame thingy + SEF + outgoing link thingy)
please PM me.
