Need custom layout/CMS for CollegeDump.com

I am in need of a professional custom layout and CMS for my upcoming humor site, www.collegedump.com.

The site will be modeled somewhat after www.collegehumor.com and www.dumpalink.com, with catagories for movies, photos, and audio. There will have to be a member system, and a way for members to submit content to these catagories (all content will go to a queue, where mods can either add or delete it).

best choice Joomla CMS

I have made quite a few websites with the Joomla CMS. They have a very nice article based content system. User can easily upload and edit/delete their own articles, which are published only when admin decides it. I will be able to use one of many high tech css based templates, depending on how you want the layout of the site to look. Also, there are great user systems which integrate users logins with chat rooms, forums, photo galleries, and many more.
