looking for a blog template

I am in need of a low-priced unique layout. It will be for a political blog, so colorful (red/white/blue) but dont overkill it... Graphical, a possible cartoonish look to it, but neat. I need a spot for navigation, plenty of links so dedicate some space for that, and then the main area where the blogs themselves will go.

I need this priced really good because I'm hurtin' on cash. I'll do all the PHP coding for it, I just suck at layouts because I lack creativity.

Any help?
