A) How do you start a business providing a web service?
B) What do you suggest in terms of how many people to start it with and capital investment(s)?

By web service you mean, web design, web hosting? If so, i have always just created a site, told people about it, put in about $100 for marketing purposes, and went on my way. Now if you choose a highly saturated market like web hosting your not guarnteed the same success. So pick a niche market, start the site, invest $100-1k and see what happens. You have to spend money to make money.

Well. If you have whatever program written that your going to use, then i would say find a solid domain, develop the site, market the prodcut, and test the waters of your new market.
