I noticed that also.

Tonic doesn't have a proper Whois database, but they do have a "...web-based facility similar to whois, that lists DNS and other domain name info, without revealing the customer name".

The records are supposedly updated every six hours. I wonder if there is a glitch?

Tonic has some very strict rules around use of .to domain names.
Interestingly, they offer up to one-hundred-years registration!
