Legal Question - Music Playlist

I am looking to start a new project.

My question is however would it be illegal for users who had legally purchased music via CD's, or itunes to upload the files to my server, and allow them to create a playlist via the web, that will be gathered in a scripted flash music player. The music would be unable for the users to download.

This question has been bothering me throughout the day and I would really appriciate if someone could help me out.

Offering music being this via download or non-download would require licensing.
I have been looking into this as well and at first glance it's not something you can just start doing.

It involves licensing fees and i was told from an authority on this matter that that doesn't come cheap or easy.

Check out this page for relevant regulators on this matter and get to the bottom of it in regards with your own goals.

But wait.... cant the argument come in to play that it is allowing the users a third party way of storing music.

Because under terms, I understand that the user cannot redistribute, reproduce, or sell without legal permissions.
Uploading it to a webserver for a place to keep doesnt violate these rules.. does it...

Good point, if the music is not being made available to the public and the website is only intended as a repository for the music collection of the uploader then this may be a different story.

I would do some research by contacting the organizations mentioned on the linked page in my earlier post.
Your project may from a legal point of view be of no problem to you but better to be sure and acquire information from qualified organizations such as above.
