It looks as if the offer came from an account that was just created, so the guy appears to be an end user. Any tips such as what you would value the domain at, how you would counter etc.?

Looking for offers over $1000. There won't be alot of end-user for this, so if you get a good offer you're satisfied with, consider taking it.
