I haven't heard of that happening (it would certainly be counter-productive). Some church based organizations, such as Catholic Relief Services, are among the most effective charity organizations. The world would be much poorer without them. Japan is lucky in that it has plenty of resources within the country still.
Some companies throughout Japan are rotating their employees, sending groups for a couple weeks each to help clear the debris and supply other needs in the affected area.
One thing I love about Japan is that people focus on the job at hand, and there is a strong community spirit. That quite often involves hard work doing things that people in the West would expect the government to do for them.
