Found an expired domain. 17 years old.

The name makes sense.

But why would someone let go after this many years and then not re-register again?

Many reasons. The domain maybe is not useful anymore, trademark issue, owner's death, the owner has not the money to keep it, the owner may find just a better domain and doesn't need it anymore, rebranding, its extension has been very expensive in the long run etc.

Don't forget that ''A domain is expired and available for a reason''.
Not always but for the most of times. You should investigate it and take your decision.

17 years old with 3 drops.

Chances are if you buy it you will be drop number 4.

Agree with what's already been said here. One thing I'd like to add is that pricing may have been wrong (too high) by all previous owners. All variables have to be good to make a sale.

Yeah those 3 drops is an indicator that it is not worth.

Maybe, but again keep in mind that here is not one-for-all rule. You should carefully investigate each case and decide. Having said that, you can still buy one domain which has not developed again at past and sold it for 4 figures at future. But, yes, multiple drops are not good sign.

All that glitters is not gold.
There is a reason the domain is still free.
From being a new TLD to infinite of reasons.

It moved around quite a bit, so my first instinct is that it may have a bad history.

Check Google for both the domain name and email addresses.

Check webarchive to see if it was developed.
