I don't just mean WHOIS Privacy, but is there a way to do this such that the owner could never be identified? And also, without breaking any laws, so the site wouldn't be shut down?

You need to provide valid registrant data and also actual billing data (to the domain registrar and hosting operator). If you provide false credentials, the domain can be deleted any time, and from the billing/tax point of view you may be held liable for fraud.

If you want to do everything anonymously, your best bet is hosting on a TOR network and using an .onion domain.

tell us what you or "your friend" wants to do, it is easier to answer that way.

If you can it's probably not necessary and your customers won't trust you as much as if you host it normally.

Sounds like you are trying to hide something. Why would you not want to be identified as the owner? You would have to claim income from it on your taxes if any income is generated.

So there really is no hiding other than to establish a business name legally and make that the contact details. Even thats not hiding anything because so much info is online about companies and businesses It wouldn’t be hard to find you.

For basic privacy the whois privacy is sufficient imo. Your question seems out of the ordinary and maybe a lawyer familiar with exactly what you mean and why would be better than asking us.
