There is a - eurodns thread here on namepros, that has updated promo codes.
Maybe look in the - active threads link, at the top of page?
Im not positive on transfering ownership.
I would also like to hear from others, that have transfered, using auth code on eurodns ..etc.?

Anybody can be the holder of a .de domain :)
Only the admin contact must be resident in Germany. This for legal reasons (if you are ever served with legal papers etc).
Many registrars can provide you with their contact for free.

Godaddy provides a German contact for .de registrations.

EuroDNS is a rip-off registrar, be very cautious in using them for anything. There are plenty of threads on this forum you can read up about in regards to this. They are not only extortionate but also have strange rules that can cost you dearly when it comes to renewal time.

Anyway, back to your question... as Ms Domainer stated, I believe GoDaddy provide this, as well as Moniker. I'm not 100% on this, but friends of mine have .de names at both of those registrars and they are not German nor do they have business in Germany.
