Interpreting Registration Time

I have a question please. I need to know at what time someone just registered a domain name. Following is part of the registration record. It showed that it was registered this morniing at 03:00:23. Can anyone tell me which time zone that would be? Is it all standardized to one time zone, or is the the timezone of the registrant?
