Someone told me there is an ICANN rule that prohibits the reselling of a domain within 2 months from selling. Is this true and if so, does that also include the reselling within 2 months from a new registration?

I think your friend is talking about the 60 day period where you cant transfer the domain from one registrar to another.
But within the registrar you can sell it from 1 minute after you have registered the domain name. Also referred as "inside transfer" or "push".
So there is no rule that says you cannot resell the domain name within 2 month. Just go ahead and sell.
But some registrars does not have "push", 1and1 is one of them. So read about the registrar before you reg with them, in the case they dont allow free push, dont reg with them.
So if I sell a domain to someone working with another registrar, than he has to wait for 2 months unless he accepts to stay with my registrar for 2 months? So he allready owns it, but has to wait with transferring it to his registrar? Correct me if I'm wrong-I'm still new in this
There are no limits on selling TLDs, you can sell them the second you register them if you like, however quite a lot of registrars limit the time from a whois change / transfer / registration that you can transfer a domain, this is to prevent fraud.
