i need a new site made, nothing huge or nothing but this si what i need done..

i want a site made that is a video site... i want to be able to post videos on a person.. the site is about one person and i want it to be like a youtube site..

i want it sort of like youtube, or just a video uploading site.. let people register and upload videos of this certain person..

if you can do this, please let me know..
