Honestly this type of thing does not happen over night. I would pick up the trial version of PhotoShop and start with tutorials of what you want to do in web design. Logos are generally the easiest to start with. If you have the feel and passion for it i would eventually buy PhotoShop. This is quite expensive and thats why i say have a passion for it and make sure you want to do it before you throw money in to it.

Also if you dont have the money for it try out GIMP its a free PhotoShop type clone that works great. Only problem is the images tend to come out grainy.

Have fun with it! Good Luck!

P.S. School would be a plus to help you start in to it.

Is web design definately what you want to do? Many new people think web design covers all internet services. If its more the coding side you want to get into, look for information about web development.

When I decided I wanted to become a web designer, I took some courses online. There are several different site that offers some great courses. I even found a few that would certify you on completion of the courses. You are required to take a test, and if you pass they send you a certification. I ended up joining one of the more popular ones among designers. I hope this helps.

Good luck!

Here is the cheaper way to start with it.

Get Photoshop trial version
Get free ebooks on HTML and CSS.
Read some basic PHP stuff.
Install Localhost on your PC - Apache. This will also need PHP (MySQL if you want).

After reading HTML ebook try it out in notepad for some hours on daily basis.
Try using Shortcuts with PHP Include and functions.
Try making better designs to polish the work in photoshop.
Keep doing this and keep testing and deleting stuff.

If you are fast and if you are doing it on regular basis I think 1 month is enough.

I learnt it this way only. I would go online see some basic but good sites and view source of it. It would give you a better idea on how the page is created and how the flow of code goes on in HTML. After that PHP is just read once and then directly jump into it. Start testing and keep referring to the book when you have problems.

For rest of your life you will always be discovering new things everyday. So it will never be completed in 1 month or 1 year.

Waste lots and lots of time. Don't bother about commercial things in it. You will get commercial projects and you will know when to get it once you are at that stage.

its more like,

Web designer = Graphic designer + HTML coder

So you have to learn not only how to work on graphics but also html.

Just search Google for basic HTML tutorials and photoshoip tutorials , you will find plenty. download photshop and dreamweaver trials and start working ..

Pixel2life.com has tons of different tutorials for a wide variety of different programs. I started by doing some that intrested me and realizing what each step did to change the overall picture and go from there. After you do a lot of tutorials, you can start doing stuff on your own from scratch
