I need a directory for website

Can anyone suggest what would be the best (and preferably free) software to setup a directory website

something like linkdirectory.com

I want to make a site where users can submit their site into a directory (various categories etc) - i need the software to check if the user has placed my site link on his/her site first before approving their link submissions

I've tried mosets tree, but it seems a bit too much $$ - and cant find anywhere on their site that says it can do auto approve / check etc.

any help would be much appreciated.
