How to make Google Analytics on landers compliant to GDPR?

In my understanding I need to give my page visitor the possibility to opt out of Google Analytics to make it comply to GDPR.
Now I wonder how can I use Google Analytics for my domain landing pages, where I cant modify the content in order to provide this option?

To my understanding, if you only collect anonymous data instead of personalized data through google analytics, then you can go on without a popup or compliance cookie plugin.

Mind you, this only concerns the EU, not the rest of the world. Not sure who would pay a fine if it were to be issued though.
