How to create account at NetSol?

Can anyone send over the link to create an account over at Network Solutions. I must be as blind as a bat 'cause I can't see the option on the site.

if you follow the process to reg a new domain, there is a step to create an account.

But I am trying to help an end user set up an account as they are buying one of my domains - they have no account/domains over at NETSOL. Is there not a way for them to create an account?
